Penrose Park, one of the City's 111 parks, sits to the east of Kingshighway in the Penrose Neighborhood and provides the area with many recreation options within its 51 acres of parkland. One of its unique features is a Velodrome. What is a "velodrome?" It is a track that can be indoor or outdoor and is banked for bicycle riding and races. The Penrose Park Velodrome is the only one found at any of the City parks, in fact, the Penrose Velodrome is the only one in Missouri and one out of only 27 that are found in the nation! Other amenities of the park are athletic fields for baseball and softball, courts for tennis, basketball and handball, a playground and picnic pavilions. The Matthews-Dickey Boys and Girls Club is located in the Mark Twain/I-70 Industrial Neighborhood across from Penrose Park on the west side of Kingshighway. To the north of the neighborhood, just across West Florissant Avenue, is another park, the 126 acre O'Fallon Park. O'Fallon Park has a 5 acre stocked fishing and boating lake with a boathouse; four large picnic pavilions, a seasonal spray pool; a playground, athletic fields for softball and football; and lighted tennis and basketball courts. The brand new O'Fallon Park Recreation Complex is scheduled to be completed at the end of 2012. The complex, as well as the new recreation complex in Carondelet Park, are the only new rec centers that have been built in any of the city parks since 1971. The O'Fallon Park Recreation Complex features an indoor Aquatic Center with slides, splash pool, children's pool and an outdoor lap pool. The rec center also has a gymnasium, fitness center, indoor track, locker rooms, community center and other amenities. The Kingsway East Neighborhood to the south of Penrose has another park, the W.C. Handy Park. Named for the American composer of the "St Louis Blues," William Christopher Handy, the park amenities that the residents of the surrounding neighborhoods can enjoy in this 11+ acre park include four baseball fields, a playground, a 3/4 mile asphalt walking trail, four horseshoe pits, one full court basketball court and multi-purpose athletic fields.
